![]() The Trinity Bay Conservation District is your one stop shop for potable drinking water, wastewater treatment, and storm water drainage for most of East Chambers and part of West Jefferson Counties in far Southeast Texas. Our main office is located just East of the City of Anahuac at 2128 State Highway 61. Our main office number is answered 24 hours a day. Use it after five to report leaks or other emergencies. Utilities Trinity Bay Conservation District supplies potable water from two water treatment facilities in Winnie and Anahuac. These are surface water treatment plants and produce quality government approved drinking water. In Winnie, our plant treats Neches River water purchased from the Lower Neches Valley Authority. At the West treatment plant in Anahuac, we treat Trinity River Water we purchase from the Chambers-Liberty Counties Navigation District. Currently TBCD has four wastewater treatment plants. One in Winnie, Oak Island, Smith Point, and Hankamer. See Bay News - Utilities for information on Trihalomethanes Drainage The Drainage team manages storm water through constructing and maintaining drainage ditches throughout the District. While we don’t maintain roadside ditches, we do manage + 1400 miles of ditches in the district. Contact Mr. David Hoyt, Operations Coordinator, if you have questions about utilities or drainage. Trinity Bay Conservation District's business hours are Monday -Thursday 7:00 am to 5:30 pm. Our Winnie office is closed from 12:00 to 12:30 for lunch. Our offices are not open on Friday.
